I am trying to create Access key for the user by the option User Security Credential, but I am getting a message that "Cannot exceed quota for AccessKeysPerUser: 2". Why this message prompted?

This message is being shown when you are trying to create more than two security credentials for that particular User. Only two credential per user is allowed.
